State tax filing
If you file as Single, you are not required to file a Virginia return unless your Virginia AGI exceeded $11,950 ($23,900 if Married Filing Joint).
If your VA AGI was less than that, you'd have to file to get a refund of any excess VA taxes withheld, but you wouldn't be required to file.
