No, you can use IL as your free state unless you already chose to download and install another state, such as FL.
Although FL does not impose an individual income tax, TurboTax offers a return for FL residents who use tangible personal property in a business or rental property - this return is filed with the county and the vast majority of TurboTax users do not need to file that return.
Decline the FL return in the State Taxes section and chose IL as your free state return.
