It is saying that W-2 Box 17 (state tax withholding) is more than 50% of Box 16 (state wages).
Go to Federal >Wages and Income. Review the W-2 entries for any typos, especially commas and decimal points. If the numbers you keyed in are indeed correct, you will haver to file by mail.
