I live in NJ and work in NY. Is it possible for "NJ income tax" to equal "Credit for Taxes paid to Other Jurisdictions" - leading to having to pay $0 to NJ?

I currently live in NJ and work in NY. I moved during the year from NY to NJ. 

Using Turbotax, I filed federal, and then two state ones (NY, NJ) separately.At the end of the NJ filing, Turbotax tells me that my NJ income tax is $221 and my credit to taxes paid to other jurisdictions (NY) is also $221. So I don't owe NJ any money. 

My guess is that since NY taxes at a higher rate, after applying those credits, I end up oweing $0 to NJ?
