Both.  Income you receive in Delaware is nonresident income.  You do need to file a Delaware return reporting the gambling winnings.  Also, Maryland taxes all of your income regardless of where you earn it as a Maryland resident.  However, Maryland will give you a credit for the amount of tax you must pay to DE on the income you have there.  For this reason, prepare the Delaware return first in order to have this credit correctly calculated in TurboTax.  Here is an FAQ with additional information on why it is necessary to file nonresident state returns  (note second bullet point):    https://ttlc.intuit.com/replies/4777207
