I finally have an answer for you!
Per the Georgia Department of Revenue, the credit for the adoption of a foster child is 208.
In going through the software just now, I didn't need the code.
On the page titled "Let's take a look at Georgia credits", there is a line for Adoption of a foster child credit. (See the screenshot below)
Click on the button and you will have a box to enter the amount of credit, which is limited to $2000.00.
