Do I need to file NR state taxes with PA (Box1 is negative) and WV (Box1 is 1 and 5) if I made less than $33 from some K-1s?

For PA I've made less than the $33, but do have -4 amount in Box1. For WV, I made less than the personal exemption of $2000. Depending which K-1 some show -7 in Box1 for Ordinary Business Income or Loss. Other states on my K-1s include ND, MT, IL, OH, and LA
