This is telling you that information such as the taxpayer's name must have been entered on the federal portion of your return, not on the state side. So if you have somehow modified your name once under the state tab for PA, you can't efile. If you needed to make a correction to any part of your name, do it on on the federal portion of your return, and the change will flow to the PA return.
