Because of the high incidence of identity theft and tax fraud, many states and the IRS have implemented more "random requests" than they have in the past. If it was a MAILED request, you definitely want to send the information as soon as possible. If it was an email request, please contact the state department (and find the phone number on the internet, not off the email!) to make sure it is a legit request.
