@dlc3172 That's not true. This is available in Deluxe. I'm editing my answer to include screenshots from Deluxe.
I think what you're doing is saying "yes" on the screen that says "Let's Have Pennsylvania Calculate the Penalty" when you should say NO. And proceed with the screens carefully, and you'll get to the uneven income screen.
