State tax filing
There is not a tax rate that is 11.01%. If you are looking at your effective tax rate many things go into computing that and it's not something that is really useful.
The tax rates for 2018 are 10%, 12%, 22%, 24%, 32%, 35%, and 37%
Various credits you may have received will affect your effective tax rate.
Those rates are applied to your regular income. If some of your income is from Capital Gains that income is taxed between 0%-37%. If you are in a 10% or 12% tax bracket, then your capital gains tax is probably 0%.
If you are a student under 24 and have scholarship income or other UN Earned income, this income is taxed using a formula. The worksheet is on page 4 of the following link. https://www.irs.gov/pub/irs-pdf/i8615.pdf
