Happens to me every year for the last 3 years. Super frustrating Intuit.
But here's a fix that worked for me. Go to file explorer, to this folder
c:ProgramData/Intuit/TurboTax/TY25 and delete the TY25 folder. It won't affect any returns you are working on. Then reopen Turbo Tax - likely you will see the state you have been trying to purchase. If you don't see it buy it again. It should work.
