Enter both W-2s exactly as issued in the system. Then you will need to file an Illinois resident return (for all income) and a New Jersey nonresident return (taxed only on NJ-sourced income). You won't be taxed twice. If you earned no NJ income, your NJ return should calculate little to no tax and may refund the NJ withholding shown in Box 17.
