Yes- you can qualify for the Colorado Earned Income Credit even if you did not qualify for the federal Earned Income Tax Credit. Because you are under 24, you do not necessarily have to be a full time student, and your status as a dependent does not disqualify you. Because you work part-time, you may be able to qualify for the credit.
