When you start on 'payment' you're going to a different 'billing' server. The 'hit a snag' message usually indicates a bad connection. Try closing the program, clear your Cache and Cookies and retry. Make sure the card you're using matches the one in your Intuit account.
If you still can't make payment through the program, you can pay by phone. Use 'billing' as the reason for your call. You'll get a confirmation code to enter as proof of payment.
