Massachusetts will leave box 1 blank if your employer has less than 25 employees in MA as MA considers the payments as non-taxable. TurboTax should be smart enough to ask the question of number of employees so that it won't report an error on the 1099-G when in truth it's not a 1099-G error but a Turbo-Tax one.
