Question about Motor Vehicle Property Tax Adjustment Credit for West Virginia
Hello everyone! I have a bit of difficult issue with state taxes and getting a credit back (see subject line). I now live in North Carolina and have not lived in West Virginia since mid-December 2023. I just received form MV-1 - Motor Vehicle Property Tax Adjustment from the state of West Virginia for vehicle property taxes I paid back in 2023. West Virginia's vehicle personal property tax is two years in arrears. Since I paid these taxes and am entitled to get this money back I'm trying to determine how to claim it. I was on their website and I can claim it through their "My Taxes" portal BUT it requires a valid West Virginia driver's license (which I do not have). The other way is to file a state of West Virginia tax return but I had no income in West Virginia since 2023.
So my question is can I file as a Non-Resident and claim this credit? What do I put in the income section where it asks to show my Federal AGI. Not sure how to proceed with this. For what it's worth I did email the West Virginia tax dept. and they told me I can claim this credit, but provided no information. I purchased TurboTax this year but already used the state to file my North Carolina taxes.
