State tax filing

The state is saying they can't locate it yet based on the numbers you entered. The Federal return and state returns are separately and independently processed once they arrive at the respective tax agency. The state refund tool has nothing to do with what the IRS refund tool shows.
Your Wisconsin refund amount should be shown on your main WI Form 1, Line 41 (if a resident return.) Print your return and look at that line. I'm not sure how soon it will show up in the WI state refund lookup tool. The IRS officially opened today; perhaps WI officially opened today, too. Some states don't open right away, but I don't know about WI. If it were me, I'd just check the tool each day to see if it shows up later this week.
You say you got an email saying that the WI return was accepted. If you are using Online TurboTax, that can be confirmed by looking at the status on the Tax Home page. If you are using desktop software, you can check the efile status from the TurboTax top menubar by clicking the FILE menu and selecting in the dropdown menu.
