I had to call support here - https://ttlc.intuit.com/turbotax-support/en-us/contact
and then do screen share.
And then in my TurboxTax Desktop -> Help -> Purchase Code -> State-efile, opened up a dialog which asked for confirmation code.
The support provided the confirmation code, after which I was able to efile.
