TurboTax is correct.  You don't even have to file a CA return.  If your gross income from all sources is less than the amount shown in the California Gross Income chart  for your filing status, age, and number of dependents you don't have to file a CA return.  

 

For example, if you are single, under 65, with no dependents, you have to file if your income from all sources is $18,241 or more.  Since your income is $9,000 you are below the filing requirement.

The only reason to file is get back any CA taxes that were withheld.
