I'm having the same problem. I have an Arizona AGI of 21,433, filing married, with 3 kids. According to all the information I've found, I should qualify for this credit. I know its not refundable, but I'm showing a tax due to Arizona of 120 for 2017. That should have knocked it down to 0.00.
