Yes, I meant New York, you need to file a non-resident return there. You can't come to a simple conclusion that the New York tax withheld is directly related to the deficiency in the Georgia tax liability.  The taxes applicable to your income in New York would be different than the taxes applicable in Georgia. Also, you don't know what criteria your employer used to determine the tax to withhold in New York. Furthermore, your taxes in other months may have been under-withheld in Georgia, so part of the balance due may be from matters unrelated to the tax withheld in New York.
