On one 1099-R, there is nothing in box 4 (fed inc tax wh) and box 2a (taxable amt). There is data in boxes 14-16 (State). In the forms view, I see the amount from this 1099-R is highlighted in RED. I have no idea why.

Since this is an Ohio issue, we don't care about box 4.
Which amounts are in red? The state withholding? And what are these amounts?
