I think I know why they tripped on this form.
Unlike the federal form, this one does not have a checkbox for uneven income. So there’s nothing to trigger the software to acknowledge it. And instead of also checking whether any of the quarterly income fields are non-zero, only the penalty field is checked.
This requires quite a bit of a rewrite, with very different logic. I suspect not enough people have complained to trigger the effort.
But I wonder how many people had their refund reduced because of a penalty they didn’t even know they were paying.
