Yes, Utah allows a subtraction for Qualified Retirement Plan Distributions (UC §59-10-114.1) included in the federal adjusted gross income that was taxed by another state in the year of the contribution.
In TurboTax, look for the Let's Check for Items Not Taxed by Utah select Yes. You will be able to enter Qualified Retirement Plan Distributions on the next screen (see below).
