State tax filing
No, taxes owed can never be deducted from a tax refund. The IRS and State maintain their own, separate tax collection systems. Some States allow you to pay your taxes owed electronically but may charge a small processing fee.
You can pay your Iowa State taxes owed at https://tax.iowa.gov/contact-us.
Please see FAQ (click on see entire answer) for more information why refunds can't pay taxes owed: https://ttlc.intuit.com/replies/3984737
