Moving out of the country

I own a property in California and am planning to move abroad temporarily. I intend to rent out my California property, and a property management company will handle the rental.

Since I’ll be living outside the U.S., I’m wondering if I can still maintain California residency for tax purposes. Additionally, I’d like to know if there are any options for avoiding or reducing the 7% nonresident withholding tax on rental income from California.

As a retired member of the military, I’m also curious about how others in my situation typically handle these matters.
