The Turbotax representative helped me find a trick:
Under California "Rental and Royalty Summary", click "edit" on the out of state property. Keep going until the page "Other Expenses - Rental Use Only". Add an entry of "California adjustment" with a negative amount to offset all the positive amounts so that it appears 0 on California 3801.
