I got 601B REV 05/20 from NJ from installment interest. Why this was not covered by Turbotax?

I received a 601B REV 05/20 from NJ saying that I own 148.12, after I filed and paid NJ state income tax via TurboTax. This installment interest was charged because they said I did not make the required estimated payments. 

A few questions:
1) Why didn't  Turbotax include this in my NJ amount due?

2) I work in NY and I got a refund NY, similar to what I had to pay to NJ. Do I still need to make estimated payments during the year?
3) How do I calculate how much I have to pay in estimated payments over the year?
