Are traditional IRA Contributions deductible for New York State Taxes?

I am a full year resident of Pennsylvania and work in New York (not New York City).

I do not participate in a employer sponsored 401k or 403b.

I want to contribute $6500 to a Traditional IRA before April 15, 2024 to apply the deduction to my Federal tax  for 2023.

I would like to know if Traditional IRA Contributions are also deductible in New York State?

If yes where would I enter it on the IT-203 and would I have to also enter it on IT-225?

Does New York State follow the same rules as the IRS such that if the contribution is made before April 15, 2024 I can apply the deduction to 2023 tax return?
