Nevermind. After trying through deleting the CO section, I finally tried deleting the 1099DIV in the federal section that had the tax-exempt interest. I then re-imported it, finished that section again, then started CO again and the tax-exempt interest was automatically brought over AND the "Other Modifications" worksheet was generated.
Lesson: Don't start the state portion until everything is done in the federal section first.
I think the problem was I had first started Colorado before my 1099DIV was in, and then once it was in, TT didn't bring it over to Colorado even though I tried deleting and restarting Colorado multiple times.
