FYI: UPDATE 2/4/24 @ 5PM ET:
- After being on the phone with support for 1.5hrs, I think we may have narrowed it down to the State forms (causing the loop) are not approved for download yet. For me, PA will not be available until 2/9/24 and the software does not recognize this fact. Even though TT took my payment, my order is logging in my Intuit account, but under the downloads I see "TURBOTAX DESKTOP BUSINESS PA PART TAX YEAR 2023 DOWNLOAD" but the Windows Download button is missing. However, it's there for other states. I will find out on the 9th if assumption is true.
