Live in NJ, work in PA -Do I need to file non-resident if I have zero PA income

I live in NJ work in PA, they deduct NJ taxes.. I have no other income from working in PA. I have a 1099R that was from an inhereted IRA from my deceased grandmother. Do I need to fill out non-resident, even though I have NO wages in PA?
