I still don't understand how or why Turbo Tax place 3740 on line 62. Is this a Turbo Tax error?
It is extremely unlikely that it's a TurboTax error. I looked at a couple of New York nonresident tax returns and TurboTax calculated IT-203 line 62 correctly.
You have to look at your W-2 forms in TurboTax, not the W-2 that you got from your employer. The simplest way to do this would be to look at Form IT-2 in your New York tax return. Form IT-2 is a summary of the W-2 forms that were entered in TurboTax, which might be different from the W-2 form from your employer. There can be two W-2s on Form IT-2, and there might be more than one IT-2. Make sure you look at them all. On the IT-2, box 17a is the amount of New York state tax that was withheld. See if there is more than one W-2 with $1,870 in box 17a, or if a W-2 has $3,740 in box 17a. Line 62 on Form IT-203 is the sum of box 17a from all of the W-2s.
If you find a W-2 on Form IT-2 with $3,740 in box 17a, it doesn't necessarily mean that you entered it that way, but it does indicate an entry error. If your find $3,740 in box 17a on Form IT-2, I will tell you how to look further to figure out how that happened.
