State purchase is stuck says: "Hmm... it looks like we've hit a slight snag" Please try again or check back in a bit "Try Again"

Hello folks, I completed my Federal and went to the next action to download State (California). I am stuck with the above message the whole day and the system is not able to download the state. What am I doing wrong? What should I do next?
