In a District of Columbia resident . I filed out my DC return using Turbotax but it did not subtract $10,000 on Schedule I. Is this a bug in TurboTax?

In a District of Columbia resident . I filed out my 2022 DC return using Turbotax but noticed that it did not subtract $10,000 from my Federal AGI on Schedule I, which DC residents are entitled to if there Federal AGI is less than $100,000 (which mine was).  Is this a bug in TurboTax?  If so, what recourse do I have against TurboTax?
