Yes, you can work around this problem by consolidating the state and local taxes information in boxes 16, 17, 18 and 19.
You are having this problem because the PEO is consolidating your federal information and refusing the do the same with the state and local information.
Just use the the first state tax ID and add together both box 16 amounts. Do the same for boxes 17, 18 and 19.
