No. You generally cannot take the credit for taxes paid to another state on the nonresident return.
The credit for taxes paid to another state is available so that you don't pay taxes to multiple states on the same income.
DE nonresident return calculates your tax based only on the income that was earned in DE (unlike PA resident returns, where your tax is generally based on all of your income, regardless where it was earned).
