Just to be clear, you have a rental property in Ohio and another rental property in California, plus you are a resident of California. If that is true and you have a positive income for your Ohio rental property, then you are required as a non-resident of Ohio to file an Ohio tax return since your income is from an Ohio source (your rental property).
Additionally, if you are a resident of California, you will report all of your income on your California tax return. This includes the income from your Ohio rental property.
For your situation, reporting rental income for only one state instead of two is not an option.
