I am experiencing exactly the same issue...the sales tax refund is calculated for my 16 year old son but my 18 year old son is determined to be ineligible. I've scrubbed and compared both returns - they have very similar situations. I suspect there is a bug in the program that distinguishes something between the age groups incorrectly.
