Is this a glitch? I moved to Missouri from Washington. Because Washington has no income tax, Missouri is taxing me for my Washington income too.

I tried entering the deduction in the 'Out of State Tax Credit Summary' but because Washington has no income tax, Missouri appears to not count this and taxes all my Washington income too. It just takes the values from my federal return and taxes all of it.
