State tax filing

RTAA Payments is somehow showing up as a line item with zero amount in my Federal return, last page under "Schedule 1: Additional Income and Adjustments to Income/Other Income".  It is an attachment.

I have never received such payments and I recall one of the "Other 1099G Income" questions was asking if I had received a1099G which I clicked the No button.

Both returns are ready to be filed except with this one line item showing up which doesn't apply to my circumstances.  Should I submit with this line item anyways since it is showing zero which is correct, or do I need to find out how to delete this line item?  Did I miss something somewhere?  I feel like this line item really doesn't belong in my Federal return.

Second note...CA return doesn't show this line item on same attachment.
