To start and complete a state return, you have to transfer the federal return. So, in TurboTax you have to pay for and complete the federal return first. You will also have to buy two state programs.
That's unusual that your ''different company" couldn't do 2 states. If it's an in person company, it's not unusual that the didn't have somebody on hand. They may hold it for a few days until their specialist can get to it. You should contact them to verify.
