The $25 fee is specifically an e-file fee. The $45 fee is to purchase the second state package. You can choose to mail-in your return to save the $25 fees if you wish, but you will pay the $45 fee to purchase the Indiana package if you need an Indiana return.
The 5 Federal e-filings have nothing to do with these state charges.
