I agree! I had the same problem. Your question and the (somewhat helpful) official answer did help me, though. We took a standard deduction for federal, so I just deleted that itemized entry in federal-and therefore AL state- and am able to file immediately. I'm not sure if that helps you, but thanks for helping me work around this silly flaw in TT. Good luck with your return!
