TurboTax program (Premier 2021) states I have to file non-resident in both Virginia and Maryland and not sure why

My wife and I are Delaware residents and for the 2020 tax year we filed non-resident for both Virginia and Maryland.

This year we received a 1099-G from both states where we received our refunds of taxes paid.

This year (tax year 2021) we entered the tax amount on the 1099-G as income on our Federal return.

The TurboTax program states we will have to file non-resident for both of these states again?

I did receive a 1099-R that showed a distribution amount of 385.95  with a state payor number starting with MD (Maryland), but there was NO tax was withheld by the state of Maryland and like I stated it showed only a DISTRIBUTION amount from Met Life and No tax was withheld (There was not tax withheld on the distribution I received from MET Life.)

The only thing that triggers these 2 state non-resident returns would be a $21.00 withheld by Virginia and a $25.00 tax withheld by Maryland.

Am I correct when I say that all I will be filing a non-resident state form for Virginia and Maryland is the for the $21.00 and $25.00 respectively?
