State tax filing
This sounds like a single member LLC reported as a disregarded entity on your personal tax return. I would expect you to report the disregarded entity on Schedule C of your personal tax return.
Delaware state franchise taxes would be deductible on your Schedule C if you were reporting business income and expense but it sounds like you are not reporting Schedule C income and expenses.
It is unclear whether you are subject to the franchise tax for a California LLC.
