Yes, getting a W2-C would not fix this because the taxes were actually withheld and remitted to the SC Department of Revenue.
The only way to get your money back that was withheld by mistake is to file a return and state that the income was not earned in SC. It does not matter that the company is in SC as long as you performed your work somewhere else.
