This doesn't sound like a reciprocal state situation. What are the circumstances of an OH military spouse, living in MS and having KY state tax withheld? "Failing to change your address" doesn't make sense (it indicates it was previously OK to withhold KY tax). It sounds like you need to be talking to the KY tax dept. people that rejected your return.
