State tax filing
Below are the rules for Illinois and Indiana. You can file your Indiana return, but you will not be able to efile it with TurboTax, but you can print and mail so you do not have to pay the taxes.
For Illinois, here is a link to the extension: Form IL-505-I, Automatic Extension Payment for Individuals.
ILLINOIS
You cannot file your IL-1040 with "Applied For" listed in the SSN field. You must wait until you receive either your SSN or ITIN before filing with Illinois. See What should I do if I do not have a Social Security number?
INDIANA
If you already have an ITIN, enter it wherever your Social Security number is requested on your tax return. If you are in the process of applying for an ITIN, check the box located directly beneath the Social Security number area at the top of the form. See IT-40 Booklet page 6
